Can a software and website development firm get TIN/SRIN number in India ?

To my knowledge TIN/SRIN number is issued only to business organization who purchase and sale goods. Whereas website and software development firms provide their services to their clients. But some big companies like Tally sell branded software like Tally and hence they required TIN/SRIN number. But my question is that can a general website designing firm get its TIN/SRIN number ? Here the govt colleges/organization don;t understand the matter and make TIN /SRIN number mandatory for participating in tender call for website development ?
